When I try to remove the security of a signed document, I get an error that says, "You cannot remove the security of this document because it is signed or certified." What do I do? It's a document sent to me by my bank. I need to remove the password before I send it to my accountant.

Hi there
Hope you are doing well and thanks for reaching out.
When a document is signed or certified, its security settings are locked to ensure the integrity of the content. This means that password protection and other security features cannot be removed unless the signature or certification is cleared first.
Since this document was sent by your bank, you may need to reach out to them and request an unsigned version or ask if they can provide a version without password protection.
Hope this information will help.

Thanks for the prompt response. Can I do so instead? If yes, how do I clear them?

You can't remove a signature you didn't add, at least not when using Adobe software.
