Explanation of "structure" for a page's tab order

In this Adobe guide it's mentioned:

There are three options for tabbing order: you can specify tabbing by rows ("rows"), columns ("columns"), or document structure ("structure").

I think I understand rows and columns, but what does it mean by "structure"? Is it using the field hierarchy names (e.g., Name.First, Name.Last, etc.)? If so,

1. Using "structure" order, can one effectively specify tabbing order by the naming of fields? How does it work? Is it a tree that's sorted by alphabetical or field creation order?
2. Does anyone know if tabbing order is consistent across modern browsers (my question is regarding accessibility for non-sighted users)?
