My company has a pdf file we open to fill info into using Fill & Sign. Opening the file on its own allows us to input text, crosses/checks, etc. into the blue fields. However there are a lot of places where blue field are missing or they are the wrong type (text when should be cross/check). When we try to go and add the correct blue fields using Prepare Form, as soon as we go back to Fill & Sign, the only option is Signiture, and this makes the program AND pdf completely unusable. Having to go in and manually click and correct the form every time we use it takes so long, and trying to fix it makes Fill & Sign unusable. What am I doing wrong here? It only dectects about 10% of box field to cross and we need to fill these forms fast. This is incredibly annoying.
The picture with all the blue fields is where we want blue fields to be when moused over in Fill & Sign. The picture with no blue fields is to show what we currently have. See that no blue box shows up on the yellow box, one does show up on the red box on a different page but it's for text not crosses/checks. Adding fields makes the pdf not fillable.

I feel like you perhapes didn't understand my question. The blue fields in the screenshot are what we are looking for WHEN we open the file with fill & sign, the other screenshot is what we get. When we change the file to be like the file with blue fields, Fill & Sign no longer works for "filling" only signing. We don't use signing, only filling. The majority of the toolbar disappears

Again not what I'm talking about. I'm going to send you a file. Open it and go to Fill & Sign. You will see that when you mouse over the pages, only some fields and boxes will be recognized. I'm trying to be ALL fields and boxes recognized while still being able to annotate and add text in Fill & Sign. However, when I attempt to do that, Fill & Sign locks up and only shows the signiture option.

In this file I can't see any form filed added with Prepare Form.
When I use Fill & Sign on this file I can add text at every place in the document.

You don't see fields added with Prepare Form because there isn't any. That's the original I sent you. What I'm trying to say is that once you do add fields with Prepare Form, you are no longer able to add text and crosses/checks to the dectected fields in Fill & Sign. If you look at the first page you will see a big green box next to the word "Qualified". When using Fill & Sign, you can use the annotation "X" button on the blue field that is on the green box. There IS NOT any blue fields on the yellow and red boxes on the same page though. Once I add blue fields to them in Prepare Form, and then go back to FIll & Sign, the only option in the tool bar is "Signiture", the Add Text, Cross, Check, etc. all disapear and I can't make using of the blue fields I will have added. This makes the document as a whole, completely useless. Do you understand now?

Okay now I'm convinced you're messing with me. There is no way a "Community Professional" would ignore over half of what I'm saying. I'll try one more time.
When the original PDF, which has not gone through "Prepare Form", is opened in Fill & Sign it has a full toolbar but it doesn't have blue field everywhere they need to be. The problem comes when I run the PDF through "Prepare Form" and add all the missing blue fields and then return to Fill & Sign, most of the tools in the toolbar WHICH WE STILL NEED disappear. That's the issue. Once we fix Adobe not placing fields correctly, we can no longer "fill' the documnet. We still need to be able to place text anywhere and use checks, crosses, and lines. But we can't because they disappear.

Use Prepare Form or use Fill & Sign! Don't use both.

So you're telling me I can not use Fill & Sign properly because Adobe purposely designed it to be fustrating? Acrobat is incapable of recognizing fields correctly and people like me are left to suffer and be fustrated because they deemed it unnecessary to make their programs user friendly? You know what, forget this. I'm just gonna have all our business accounts with Adobe canceled and use different software.
