Fill and sign icon

How do I get this icon which allows me to put in blanks to be filled for a whole page at once?  Sometimes it shows up and sometimes it does not.

If it shows up, it is beacuse it dedected some areas that could be used in your form.  If it doesnt show up, it didnt detect any.

It is the same form that I always fill out.  sometimes that icon shows up and sometimes it does not.  I'd love to be able to figure out how to turn that on.

It is not something you turn on.  It's called Adobe Sensei.  It is embeded in Adobe programs.
