I created a fillable pdf form. When I publish it on the web or email it to a recipient the fillable forms do not show up and it does not allow the user to fill out the form. I have created hundreds of these forms and never had this problem. I checked the security settings and everything is how it should be. Any thoughts what could be wrong.

I agree. This is something you (and others) need to demand of the developers of these plugins. Unfortunately, they've not only implemented faulty software and set it as the default in their applications, but also blocked most third-party plugins (like those by Adobe), leaving users with little options.

What application is the user using to open the file with? My guess is
they're opening it inside a browser (Chrome, Firefox, Safari) window, and
that browser's PDF plugin doesn't support PDF forms correctly.

Is there a way to create a fillable form that is compatible with these browsers? It would be nice for the customer who works in the field to complete the form there instead of having to go to the office to fill it out.
