Fillable Forms For Different Users

I need to send a form with fillable fields to 18 clubs to fill in, then they need to complete the form and send it to each of their club members with fields locked. Of the 18 clubs most may not have Adobe Acrobat. Is there still a way to accomplish this?

You can distribute (send) forms to recipients's email ID using the https://helpx.adobe.com/in/acrobat/using/creating-distributing-pdf-forms.html.

And the clubs can download Reader from Adobe Acrobat Reader DC Install for all versions to be able to send response.

You can add a button to the form that sets the fields as read-only and then

hides itself.
