I created an Adobe PDF form from scratch. The form looks good, but there is one issue. When I open the form up sometimes it loads all the form fields (text boxes) while other times it does not. The fields show up once I scroll down the page and come back up. This form is supposed to be used for numerous people, so I am trying to resolve.
Any insight on why the form blanks out multiple text boxes and the presence of them before showing up later after scrolling? It happens more than 50% of the time on the first page of this five page document. I have tried to redo the text boxes and it still does the same thing.
Below is what it is supposed to look like versus what it initially loads up with missing text box fields. This occurs after enabling features and the fields will only reappear after scrolling down the page and coming back up. Thanks for any assistance.

Are you talking about tools within the pdf file? I do not see that as an option in Adobe Pro for sharing and posting a link? Thanks.

I have the tools menu, but sharing and posting the link is not an option on the computer. More than likely because this is a government workstation. Is there anyway I can email you the file?

Is this a behavior with a particular pdf file or with all the PDFs? Please try to open a different PDF file and check.
Would you mind sharing the version of the Adobe Acrobat DC you are using? To check the version of the application go to Help > About Adobe Acrobat DC
Make sure you have the latest version of the application 20.006.20042 installed. Go to Help > Check for Updates.
Also, for testing purposes, please try to turn off the protected mode. Go to Edit (Windows), Adobe Acrobat DC (Mac) > Preferences > Enhanced Security > Turn Off the Protected mode and Uncheck the Enhanced Security > Click OK
Note: Please turn on the security after testing

Thank you for your message. I am using 2015.006.30518 on a U.S. government computer. It will not allow me to update without the system administrator's approval. This issue may have something to do with the outdated version. When I load these forms on my Mac they load right up. I think it is the outdated version of the Adobe Pro on the government laptop. The govt. settings will not allow me to uncheck enhanced security either. Thanks for the insights.

I bet it's a display bug like there are too many in Acrobat.
Try zooming in and zooming out (or vice versa) to refresh the display.
