Hi There,
I need to reduced a scanned pdf document which is 23MB in to a smaller size so it's acceptable for email.

Acrobat can reduce PDF file sizes. However, by how much depends largely on its content.
On the other hand, sending e-documents as email attachments is never a good idea - they can get damaged, misdirected, lost, and there is always the file size limit.
Much better is to use a file sharing service (Acrobat.com, Dropbox, Google Drive, Microsoft OneDrive, ...) - upload and share the document, then send the download link by email.

In any case, 23 MB is a bit on the large size, even for online sharing. There are several steps you can take to try to reduce the size, but it is an idea to keep the original in case your attempts don't work so well.
The first step may be to use OCR (clearscan). A searchable OCR will not reduce the size much if at all, but just adds a layer of the text. Clearscan actually replaces parts of the document, but spelling and such can be an issue and corrections will have to be made.
The other options are to use Save As Other> Reduce File Size or PDF Optimize. These can even be used on the scan without the OCR to do things such as down-sampling the graphics.
