i have a stack of 90s seasonal mailers that i've scanned at tif at 900ppi of many many varying pixel raster dimensions, and i downsampled those to 250ppi for online distribution, since i can't control whether they are sheets, inserts, books, whatever, i figured it'd be more sound to determind a decent resoltuion, and let the w and h be whatever they end up being.
my question is i realize 'preferences' is me, and 'properties' is the end user, under properties i don't have a control on resolution, only image scale. if i set the image scale to 100%, but someone has their preferences resolution set to 72, it'll look like thumbnails and look pretty poor. how do i ensure that everyone who views has an equal high resolution viewing experience? or is that just out of my hands??? beacuse even at 72ppi and 100% magnification scale it's still a tiny image. and if someone who has no idea how acrobat works want to load these up, how would they know to change the resolution under preferences for a better viewing experience?
i mean, utimately it would be nice to have every document open to 'fit page,' UP TO the original resolution, but that doesnt seem to be an option??? because if i set properties to 'fit page,' and their preferences resoltution is 72, again, thumbnails. and if they don't know how to change that setting, it's just illegible fine print, and then i look like a goof who doesnt know how to scan documents.

You can't, but I don't see why you need to. People have different displays and will choose the resolution level that's comfortable for them on that display. If they choose a level that causes the file to appear small, that's up to them. And it won't be just your file, but any file they open.
