If I open a pdf and choose "Edit PDF", I can select existing lines and use the mouse handles to resize them, but there aren't any color or line width icons on the toolbar.
If I open a pdf and choose "Comment", the drawing toolbar appears (with text, various shapes, and fill and width icons), but I can't select the existing lines. The mouse cursor doesn't change appearanche when I hover over a line. Right-clicking on existing lines displays the Document shortcut menu rather than the line shortcut menu.
When in Comment mode, I can draw new lines and change their colors, but I can't change the color of existing lines.

I suspect not based on your question and the fact that I can't select them except when I'm in Comment mode. Maybe my question should have been, how do I change the colors of existing lines and not mention comments. However, when the existing lines aer selected (in Edit PDF mode) there aren't any toolbar options for color and width (which is probably how I got sucked down the Comment hole).

No. Acrobat is a very basic editor, and PDFs were never meant to be edited like that.
As mentioned, use Illustrator.

What confused me is you can set the width of lines in Acrobat provided they are in Comments.
