Ignore the margins in the print properties; they do not affect PDF printing in any way.

Where are you seeing these margins? On the printed sheet? or on screen?
Also: where did the PDF come from: which program and what were your steps in creating it?

You can't change margins in a PDF. You can:
- change the margins in the source document (Word, InDesign, etc.) and export a new PDF
- scale the PDF when printing
- resize the text frames if there aren't too many frames or pages. Make a copy first, as it may or may not work.
