How do I permanently disable continuous scrolling? The option via View > Page Display will only switch to Single Page View for individual documents - when I open a new document it will automatically default back to scrolling.
I have already gone to Edit > Preferences > Documents and ticked 'Restore last view settings...' but this applies only to individual documents I have already changed the setting for.
I want all documents to default to NOT scrolling without having to change the setting on each and every one. This was possible in my previous version, but since updating to version 2019.012.20034 there is no obvious way of disabling continuous scrolling.

You can set it at a more global level via Edit - Prefs. - Accessibility.

Yes. That should override any doc-specific settings.

That didn't work for me. I ticked that and closed and reopened the pdfs but it's still scrolling. What did I miss?

Same. The preference for single-page viewing persists, but scrolling always turns back on when reader is re-opened. There is no separate checkbox for disabling scrolling (and there should be).
