The answer is : impossible.
Rotating a page in anything other than 90° steps would make no sense.

Not true. If the file was scanned skewed then rotating it by a smaller percentage does make sense. It can be achieved using the Text Recognition tool, that does it automatically, or (if you don't want to run this tool), using a script, like this (paid-for) tool I've developed: http://try67.blogspot.com/2015/04/acrobat-deskew-pdf-pages.html

Strictly speaking @JR Boulay is right: PDF allows PDF page objects only to be rotated by multiples of 90°.
What you can rotate by arbitrary angles are the contents of the page.

I use pitstop plugin and have it set up where I have 2 button that will rotate either right or left increments of .1 degrees. I do this because our production machines use a Fiery but the Fiery RIP doesn't allow the correct of the machines duplex was is roated by a couple tenths of a degree. Technically the other responses are correct - it is actually the contents that get rotated.
