How do you make an excel phone number link clickable in pdf format?

I want to make a list of phone numbers in excel which I want to export as a pdf. I want the phone number links to be clickable in the pdf version. I use "tel: +4611111111"

I contacted Microsoft but they could not help with this issue and said I was going to have to turn to Adobe. 

I can get this to work on an old version of Acrobat but not in Chrome, Explorer, Reader DC or any other place.

Add a link with an "Open a web page" command and the following URL: "tel:4611111111"

(without the quotes and no spaces or a plus sign)

This is what I've done but it only works with certain pdf readers and in no web browsers. 
Is there a way to do this so the link is universally accepted also by Chrome, Edge and Safari?
