I have been editing a document created in 2011 by someone else. I have been able to make all the text edits I want. However, there are now two blank rows 3 and 4 rows from the bottom of the document. I can't figure out how to get rid of them. I have Adobe Acrobat Pro DC version 2018.0009.20050 on a windows 8.1 system.

You've reached the limits of Acrobat's editing, sadly. PDF just isn't made for this sort of thing.

Apparently the answer is you can't. I have managed to delete the lines in that part of the form. However, this part of the form has a gray background and where the black lines were there are now white lines. How, can I get rid of them?

At least the .pdf program can export to word. I expect more for my money.

Unfortunately many do, but we're stuck with PDF as it was invented: a FINAL format. The amazing thing is that we can do anything at all with it. Adobe's overkeen marketeers don't help.
