My Acrobat version is 2023.003.20269 on Windows10 22H2 (Version 10.0.19045.3324)
if disable (Preferences => Reviewing => Allow comment by default when sharing), restart Acrobat, the UI interface back to old layout.
But how to back new Acrobat?

Thanks for bringing this up into notice.
Seems like this preference is impacting Modern view of Adobe Reader(both 32 bit and 64 bit), but for Acrobat it is running fine.
We have logged a ticket for the same and will update you on this.

Thanks for highlighting this to us.
This should not be the case when you disable and enable the Reviewing preferences are affecting the UI and switching back to Classic from Modern.
You may once uninstall and reinstall the application using the following links and see if you observed the same behavior:

But i download AdobeAcroCleaner_DC2021.exe uninstall finish, restart computer, download the AcroRdrDCx642300320269_MUI.exe installed, launch Adobe Acrobat.
Nothing has changed, It's still the Classic UI.

You can enable new Acrobat from View Menu > Enable New Acrobat.
