Are you downloading in a Web Browser? Check the 'Settings' of the browser.

eg. Firefox has a 'Settings' options/preferences-

Applications
Choose how Firefox handles the files you download from the web or the applications you use while browsing.

Thank you for take the time to respond. I am downloading to my download
file. Been doing this work for years, I could just look at the file list,
download what I needed and move on. Now, only the Adobe files both download
and open and it’s very time consuming. I accidentally clicked a pop up to
open when downloading and now I want to reverse it. Uggg!--

the problem is in the scope of whatever you're using to "look at the file list" etc.  and that's probably an os setting that has nothing to do with any adobe program settings.
