Is there a way to make a PDF page size larger and/or to change its proportions by ADDING space?
Note that I want to ADD white space. I do not want to crop with the crop tool, which only makes the existing page smaller.
In PhotoShop this is easily done by expanding the canvas size. You choose a dimension, select where to add the extra space and add it.
I have a book layout that is positioned incorrectly on the PDF output. It just needs to move about .25 inches but it would be a difficult job to redo the entire text block in InDesign.

In Acrobat 9, select: Document > Crop Pages > Change Page Size
Acrobat 10: Tools > Pages > Crop > double-click page > Change Page Size
You can select a page range too.

I tried your solution but it gave me an error message of "Page size may not be reduced". I'm trying to go from 8.5X11 to 8.75X11.25. Am I doing something wrong?

If you are on Windows ,follow the steps below:
1. Open the PDF, go to Print and select 'Adobe PDF' under printer
2. Go to 'Properties' > click on Add, next to Adobe PDF page size
3. Add custom paper page size, name the page and enter the page dimension and the unit you need > click on Add/Modify. Once done, go back to Adobe PDF page size and select your custom page.

Thank you so much for your response. But following your process I now get an error message "No allowed to modify system or printer defined paper size. Only user defined paper size can be modified or deleted." Do I need to change to another setting?

A well prepared InDesign document can accomplish this.
If the text frames were set to the page margins, Layout > Layout Adjustment > Enable Layout Adjustment
Go to the master page, change the margins (Layout > Margins and Columns) and the whole document wide frames will adjust accordingly.
