i have no prepare from on my acrobat. What am I doing wrong?

I have no prepare/create form tool on my acrobat.

Is my plan suppose to have the tool?

Open Acrobat, open a PDF, and press Ctrl + Shift + 7 (Windows operating system).

Done that. Still can't get "prepare form" on "All tools" menu.

Does the keystroke shortcut open it?  When you type "Prepare" in the tools search, does it come up?"  You might to click the hamburger menu and select "Disable new Acrobat".
