is it possible to host a collaborative review without using email to distribute the document?

I am on a small LAN without email, but I want to have multiple people comment on a document simultaneously and collect integrated comments.

Hi,

You can use "Save a local copy and manually send it later" option to initiate shared review.

To collaborate, participants should have a copy of the review file created above, so you have to email the above review file to the participants. You can email the review file from another machine later on.
