I have an Excel 2016 worksheet with 15 tabs. When I attempt to create a PDF with top level bookmarks, so I can split it later, nothing happens. This has occurred when I use the Ribbon Tool Bar, or Pro 17. It does work if the I try a workbook with 2 or 3 tabs.
My current work around is to use Excel's save as PDF, and then go into the PDF file and manually add the bookmarks.
Kludgy and time consuming, is this a known limitation of Acrobat, or is there some setting I need to make in Excel or Acrobat.

Hello Emesss,
We apologize for the inconvenience caused, as per the description above, when you are converting an excel file multiple tabs to PDF, the bookmarks are not working in PDF, Is that correct?
Please open the Excel sheet, then navigate to ACROBAT tab in the ribbon, click on Preferences>check the settings tab and check "Create Bookmarks" and "Add links" are selected.

Anand,
I tried sending a private message with the requested information, which I hope got to you, but was unable to figure out how to post the file.
The worksheet does not have hyperlinks, just tabs.
Office Standard 2016
Acrobat Pro 2017 Classic 2017.011.30080
Windows 7 Service Pack 1
This did not work with Acrobat XI either, but I was hoping the upgrade would help.
