Layer visibility - multiple "sets"

I'm trying to build a PDF from in which one of our company's dealerships can build a custom ad that adheres to our brand standards. I'd like them to be able to select a photo from a group of pre-approved images, and also select from a variety of pre-approved paragraphs.

My initial thought was to have the different elements on individual layers which are then chosen by a button using the "Set Layer Visibility" action.

That approach works great for one element, but not for multiple elements. For example, they cant select Image A and also select Paragraph D.

Is there a different way to go about solving this problem?

This PDF is protected in "Acrobat X Compatibility and later versions".

Not that its content is necessarily valuable but simply because it prevents it from being opened in most low-end PDF reader softwares, which does not correctly manage OCG-layers: they could all appear at the same time in a very disconcerting visual mess for the end user.

As most of low-end software doesn't manage this level of protection either, so it suits us well.

You could also use PDF form fields to provide the options to your dealerships. After selecting the images and texts, you can spawn a template and fill the fields of the spawned template with the selected images and texts. I created an example in the PDF version of this reply: "Combining Elements to Form a Campaign Brochure Using a PDF Form with a Template". I hope this helps.
