Letters Transform to Objects

We have a user in our environment who is seemig letters change to symbols when converting Word documents to PDFs. In the attached document, for example, a V has turned into a boxed X. A Preflight analysis indicates and issue with fonts, but does not offer any fix.

What is the best way to troubleshoot these issues and prevent them from happening?

What process does he use for the conversion?

The "Save As : PDF" or the "AdobePDF" printer should be preferred to any other process.

That is what's beeing used, Some of the affected forms from the the USPTO and are already PDFs. In those files, a right facing arrow turns into a K. Unfortunately, my examples have client inforation that I cannot share.
