Not sure this is even possbile but...

Can I link to another page in the pdf, but to a specific spot on that page?

For example. I have a page listing references at the end of the document. I want to link from within the document to specific spots on that page. ie. reference #1 etc.

is this even possible or the best I can do is link to the page?

Yes. Create the link, set its action to "Go to a page view", then scroll to the location on the other page where you want it to link and click the "Set Link" button in the floating window. You can even set it to point to a specific location in other PDF files on your computer, or PDF files that are attached to the main file. In the former case the link will be relative, so you would need to send both files together for it to continue working.
