How can I lock the tab order in Adobe Acrobat Pro X

Not sure what you mean by "lock the tab order."

You can SET the tab order, and I think by default it is locked because users really can't change it. I think that might be what you're referring to.

How to set the tab order:

  1. From the Thumbnails panel, select one of all of your pages. (Control/Command A usually works). Note that the pages must be selected for this to work.
  2. Right-click on any of the selected pages.
  3. Select Properties from the bottom of the panel.
  4. Select Use Document Structure.

Acrobat X is fairly old and I no longer have it on any of my computers, so these instructions are from the current DC:2018 release. But it hasn't changed much over the years, maybe a slight difference in wording of the labels but basically the same procedure.

Note that this will base the tab order on the document's structure in the TAG tree panel.

Best to you.

Let us know if this works.

Note that this will base the tab order on the document's structure in the TAG tree panel.

If you'e asking how to set tab order in a form so that the user can tab from form field to the next, then that is based on the order of the form fields in the Form Field tree when you're in Forms Editing mode. Just drag the form field labels up/down the panel from top to bottom to create the form tab order.
