I have a drawing that I want to mark up with measurements but the drawing has it down as 600mm and I want to change the measurement to display 700mm.
How can I change the automatic label to read what i want it to show?

Hope you are doing well and sorry for the trouble. As described you want to change the measurement to display 700mm.
Please try the following steps and see if that works for you.
1. Open the PDF in Adobe Acrobat Pro DC
2. Go to Tools > Measurement > Distance Tool
3. Right Click > Change scale ratio and precision and enter your desired scale ratio.

The scale is ok for all the other items. it just this one where I have 632.85 needs to read 700. Can I change it manualy by editing the 632.85?
Also can I also change settings to zero decimal places?

If fake is what you would like to call it yes. Its a drawing I need to give to a builder to set out but drawn by architect at a different measurement to what has been asked for on another drawing.

Yes, it is faking it, because your measurements won't co-exist in the same scale. I would recommend you don't do it, or at least add a note saying the values are not to scale, if you do.
Anyway, editing the measured value is not easily done (on purpose, I would think). Just use a different kind of comment, like a line.

I'm wondering the same thing. I need to measure exactly 63 feet by 8 feet but it's incredibly difficult because there's no way to manually set the distance exactly as needed....unless I'm missing something.
An no, it's not faking the result as @try67 mentions below. It's trying to get an exact measurment.
