Is it possible to secure  a PDF - multiple pages - with page by page security so that anyone could shuffle pages and/or add/delete pages without unsecuring PDF?

You can't secure pages individually, but you can apply a security policy that allows the user to edit the file in various ways, yes.

Look under File - Properties - Security.

Use Password security, with "Require a password to open the document". But do not restrict any editing (leave that box unchecked). Then the "open" password will also be the "owner" password, and all editing operations will be available to anyone who opens the document.
