Thank you Bernd for you reply. Would you or anyone happen to know how to remove the certificate of a copy of the signed pdf? Because password protecting a file is not possble after its been digitally signed, we need to find a way to unlock the pdf (that has been digitally signed) in order to redact it for storing the file securely. Any ideas and or advise is really appreciated. Thanks.

When you have signed the file you can delete the signature.

I hope that removeing the signiture will unlock the file. Thanks Bernd. All of this is because of the COVID-19 crisis and our users needing to work from home. Just in case anyone is wondering.

Only the signer can remove his signature. Since the signature prevents modification of the file (including redaction). If you need to store a redacted version of the file, I suggest scanning a printout and redacting that.
