PDF/UA Analyze and Fix greyed out

I am using PAC to ensure my document is WCAG 2.1 compliant. One of the last things to do is add the PDF/UA identifier but I only get the syntax checks only and cannot add it. I have already repaired my installation. It does this across all my files.
