Pdfs are blank and gray on mac OS Big Sur, 11.6.5

They appear normal in Adobe Reader or Preview. This pdfs was made in Europe. I am in the US.

I don't see any issue with this file. It's a scanned image of a page. If you see a large gray block instead of the image go to the Reader menu - Preferences - Page Display and tick on the "Show large images" box.

PS. The way you blocked the data is very easy to get around...
