Prepare Form Right-click not showing options to add text, check box , etc

Most recently I am unable to right-click on a PDF while in Prepare Form and have the toolbar option of Add Text Field, Add Check Box, etc.

It now only shows the following.

I can still use the toolbar on top of the document; however, this is time consuming when mapping a document from scratch
