I have the same problem here when updating my Acrobat 2017.

I started a new installation of windows 1903 in a virtual machine and installed Acrobat 2017, proceeded to update the software and i got the "same" error message:

I tried giving full-control permission access to the specified folder but it doesn't change anything. I tried in the built-in administrator account of windows 10 and a domain admin account.

I did a second virtual machine with a flat 1809 and everything worked fine. I doubt it’s an Adobe issue. It’s more like Microsoft changed security permission on their C:\Windows\Installer file but is there any work around or patch that adobe can develop to adapt to Microsoft 1903?

Yes i can do a manual update but when you have 250 workstations to manage, like i do, manual update isn't an option.
