Problem when opening PDF forms.

I have installed Adobe Acrobat DC 2018 latest version 0058.

When opening forms in pdf I am receiving following errors.

Adobe PDF Document

There is a problem with Adobe Acrobat/Reader.

If it is running, please exit and try again. (103:103)

Adobe PDF Document

There is a problem with Adobe Acrobat/Reader.

If it is running, please exit and try again. (507:507)

What might be causing this error?

What does these error mean by error code meaning?

Also does this issue ONLY occur for PDF Forms? or for other PDF documents as well?
