What does content preparation process do when it is turned on? I've been unable to find the answer to this - all I can find is how to turn it off.

Thanks for the question.  I did a little looking and found a discussion at:

Reading PDFs with reflow and accessibility features 

The article describes reflow, thus:  "You can reflow a PDF to temporarily present it as a single column that is the width of the document pane. This reflow view can make the document easier to read on a mobile device or magnified on a standard monitor, without scrolling horizontally to read the text."

Hopefully by the time you read this, you have already found the answer.
