Quality of PDF text worse in Acrobat compared with Chrome

Any ideas why the text quality on the attached PDF is so fuzzy when opened in Adobe Acrobat? It seems like the resolution is too high.

When opened in Google Chome it looks fine.Capture.JPG

Which is which? I don't see any noticeable fuzziness in either side, though it may be masked by JPEG damage.

When I zoomed into the document it took a couple seconds for Acrobat to adjust. For those two seconds it was blurry but after that it resolves just fine. Not sure what you are experiencing. Remember that the Acrobat viewer in Chrome is not the same as viewing in Acrobat DC. However, you should not see any noticable resolution differences.
