My touch mode is off, and I still do not have scroll bars. Whatever Adobe did in the last update in Acrocat Pro needs to be undone. My productivity in Acrobat has been reduced by half. Please bring back permanent scroll bars.

You replied to a solved thread about Acrobat XI from August 2017. I've branched your post to a new thread for you.

What is your OS and exact version of Acrobat?

If you are using macOS14 Sonoma, this is an OS issue that needs to be fixed by Apple.

I'm using a MacBook Pro (Retina, 15-inch, Late 2013) -- Big Sur MacOS 11.4 -- Acrobat Pro release 23.6.20320.0. No scroll bars! Lots of current threads on this subject, no solutions that work for me. Very frustrating. I convert InDesign files to PDFs and send them out for review. I get them back with comments/edits/changes. I scroll through these PDFs on a daily basis, and now it takes twice the time as it used to.
