REVERSE CHARS TAG

Hello,
Im trying to access a document in Hebrew,
The document has no tags in it, so im trying to use the "Accessibility" Tool - Autotag Document.

Hebrew is a languege that is read from right to left, so after the autotagging we have a lot of "reversedChars"

Is there a way to change the main Adobe languge to Hebrew so the OCR will be optional in Hebrew?

OR

Other ways of autotagging that might work (like action wizard- which when I tried it-  changed the whole document visually).

 from the tools if you search ORC, there is a drop down where you can change the language, I don't know if you have done this or if it helps
