Rotate Toolbar wont stay on toolbar

When i go into Adobe Acrobat Professional, there isnt a icon for rotate clockwise and counter clock wise.

When i turn them on under the page display toolbar they show up but as soon as i close the pdf an re-open it they are gone again.

Is there a way to get these rotae icons to stay on the toolbar instead of turning them on everytime?

Use "Customize Quick Tools"

You can access this customization option by right-clicking on the main toolbar ribbon and select "Customize  Quick  Tools" from the context menu.

Then in the "Choose Tools to add:" section  select Organize Pages tool from the list.  Click on the rotate left and rotate right icons and click on the  "Add to toolbar"  icon to move  them up into that toolbar.
