save fillable pdf as smaller size

I have a 2-pg fillable PDF that is saving as 11KB and trying to optimize and save it in an effort to reduce its size didn't work. I tried exporting it and saving it and that changed so it was no longer fillable. the strange thing is that the exact same file, except for it's missing a few text fields to enter requested info, is only 600KB. any help would be appreciated.
