Stamp tool is broken? Or copy-paste?

I'm using the stamp tool to place a seal on some multi-page PDF documents.

When I stamp the first page, I copy the stamp, page down, and paste it to the next page.  The latest version of Acrobat DC seems to copy it to the same place, which is really cool - the previous version placed it at the center of whatever your view was.

But, on some of these pages, I need to either re-size, or rotate the stamp, or both.  Once I do this, I go back to a page that I had previously stamped, and that stamp is now rotated and / or resized - sometimes stretched so that the aspect ratio is all wrong.  So I fix that one and move along, only to find that some of the other stamps are now wrong as well.  What did you break, Adobe?

1) I can't share a screen recording, but I understand why that would be helpful.  I will try to share some very tightly cropped screenshots instead.
2) I also can't share a file - the PDF I'm working on contains architectural and engineering plans for a government facility.First stamp is placed and re-sized on the cover page.First stamp is placed and re-sized on the cover page.On subsequent pages, the copied stamp must be rotated and scaled down to fit in this area.On subsequent pages, the copied stamp must be rotated and scaled down to fit in this area. Now, if we return to the first stamp, it has also been rotated and the aspect ratio is off. Now, if we return to the first stamp, it has also been rotated and the aspect ratio is off.If I fix the first page stamp by rotating it 90 degrees, the stamps on the subsequent pages now have been rotated and their aspect ratios are off again. If I fix the first page stamp by rotating it 90 degrees, the stamps on the subsequent pages now have been rotated and their aspect ratios are off again.
3) I am using a custom stamp to digitally apply an architect's seal and signature to the PDF file.  In this case, it's a scanned PDF from our Canon copier, which I have cropped in Photoshop, and used to create the stamp.

I've done this process many times before, but this is the first time since the recent update, and it's the first time I've had any issues.

The issue only seems to appear when I've rotated and / or resized some of the copied stamps.  I was able to work around this bug by not rotating any of them and keeping them all the same size.
