I have created a fillable form in Acrobat DC to be Distributed and created a submit button configured to send a FDF file to me.
However, once the form is completed and submitted using the button, the form attached to the email sent to me is a PDF.
Even though I configured the file to a FDF in the button properties, why is this error occurring?

When you use the Distribute Form feature, it replaces whatever you set up for the submit button with something that causes the entire PDF to be submitted. If you want to stay with FDF, don't use this feature and distribute the form yourself and use Acrobat to compile the returned data.

Would you suggest using Send & Track as the best option for getting FDF, signatures and using JavaScript?

What type of signatures, exactly? Possibilities include digital signatures and Adobe Sign e-signatures. When submitting as FDF, the document will need to be opened directly in Acrobat or Reader, so users will need to know to download and open in Reader when using Send & Receive.

I am looking to use the digital signatures within DC, specifically Send & Track, so that my JavaScript can operate.
