We have checked and verified that your Adobe ID (email address) is associated with the Adobe Export PDF subscription. This subscription allows you to:
Reuse and convert PDF file content into editable Microsoft Word, Excel, and RTF documents.
Access additional features like adding comments, sharing files, signing documents, and other premium tools for conversion, compression, and page organization.

Why can’t you highlight in some PDFs?
Document security: If the PDF author applied restrictions (e.g., commenting not allowed), the Reader will block highlighting.
Image-only PDFs: If the file is a scanned image without a text layer, the highlight tool won’t work because there’s no selectable text.
Export PDF plan: This plan doesn’t add commenting or OCR features; it’s for conversion only. Highlighting depends on the file’s structure and permissions.
Check permissions:
In Reader, go to Menu > Properties > Security. If “Commenting: Not Allowed,” you can’t highlight unless the author removes restrictions.
Check if text is selectable:
Try selecting text. If you can’t, the PDF needs OCR (text recognition).
OCR is not included in Export PDF, but you can use Adobe’s online tools to make the text selectable.

@raymond_4603 you are exporting the file into a Microsoft Word, Excel, or PowerPoint. Correct?
For example, I export my PDF to Word, and the file open in Word, and able to highlight the words and change the text.

Sorry, I've been out from the time I posted.
No, I don't export the pdf, I want just to mark on the pdf, and for some pdf I can't. Why? Are some pdf secured so that even highligting a part of text is not accessible with my Export license? I'm not a frquent user and don't want to buy a pro and costly pdf software, I just want to mark and comment on the text when I am reading it, as I do on paper doc.
