tool tips work in adobe acrobat but not when opened in browser

I'm hoping there's a simple answer to this. I've read what I could find online but no luck so far.

 

I created a fillable pdf in adobe acrobat and added tooltips through field properties, etc. Everything was working properly in the preview. I saved the document and sent it to someone who doesn't use acrobat and the tooltips didn't display. I tried opening the document with Microsoft PDF and the same thing happened. Is there a way I can fix this so that the tooltips display regardless of the program/browser that opens it? Or can only adobe end users access this function of the pdf?

No. It's up to the developers of these browser plugins to create them in a conforming way with the PDF ISO specifications. If they don't do that, the only thing we can do is complain to them in the hopes they fix it, and instruct the users of the files not to open them in the browser if they want the file to display and behave properly.
