I would like to turn off the bookmark tab permanently that automatically opens for every pdf I open in Acrobat. It takes up a large chunk of my screen with every file I open, and I don't use the bookmarks. I want to do this for ALL pdfs I ever open. Not just for one file at a time.
As far as I can tell, this is something the developers will need to make possible. There's a discussion about it, but no request to make this change that I am aware of.

Bookmarks can be disabled in paid Adobe Acrobat Pro, but not in FREE Acrobat Reader.
Change your "Initial View" so that the bookmarks pane is no longer shown by default. You do this by opening the document properties (Ctrl-D or Cmd-D), then go to the Initial View tab. You can now turn off bookmarks by changing the "Navigation Tab" setting.

@Nancy OShea thank you for your post. This is not what I am hoping to achieve. This only works for a single pdf document. I want this to be a global Acrobat Pro setting for all pdfs I open.

I agree with @document_3282 I also have a paid Acrobat Pro and it always pops up again and again. Frustrating. This is not what I am paying for.

It's not a bug. There is no global setting for this. It's a document setting.
Feel free to submit a new feature request below. If enough other users agree, Adobe may add it to a future release version.
