uploading issue-- website won't accept secure pdf

Hi, I'm trying to upload a college transcript to a grant website.  It keeps rejecting the pdf, saying that there is an error reading the document.  I can't modify the pdf.  Changing browsers hasn't helped.  Any ideas how to get it uploaded or what is the problem?

Ask the web-master in charge of that website. We can't really help you with this issue.

Or ask the people who made the college transcript. They are the ones who protected, probably because of previous abuse.
