I got a message when I try to open an pdf file.   User does not have rights to consume the content.  Does any one know what it means.   I search it on the internet but no exact match.

This is just a scanned personal document. No DRM here. I am facing this after clicking enable all features.

As per your screenshot, you need to sign in to acrobat.  Sign in and try again.
