You can use some basic validation rules like the number of characters, numbers only (no letters). 

You cannot add any options that will check if the number actually exists as a real mobile number.

Countries will have different mobile numbers structures (10 digits, starting with 0,...)

Hi,

Do you mean that you type a number in a field called "Mobile Number" and if that is populated check a checkbox call "Allow SMS" ?
