I'VE SPENT A HALF HOUR NOW, ON A TIGHT DEADLINE, TRYING TO FIND THE VERTICAL SCROLL NBARS IN THE NEW ACROBAT PRO CONTINUOUS RELEASE VERSIOJN 2023. WHY DO YOU HAVE TO DO THIS TO US? THE WEB IS FULL OF PEOPLE TRYING TO FIND THESE SCROLL BARS! I'VE GOT A 230 PAGE PDF TO EDIT AND I'M HAVING TO USE THE UP & DOWN ARROWS TO MOVE ONE PAGE AT A TIME!
WHERE ARE THE SCROLL BARS?!! [Repeated text removed]

Hi All
The issue has been addressed with the new version of Acrobat (23.08.20555) and now we have a preference to enable the scroll bar in Mac.
Please find details for the fix here:- https://helpx.adobe.com/acrobat/using/scroll-framework-upgrade-macos.html

Amal (if you are stil there?) or anyone from Adobe, PLEASE update us on this problem. It is crazy that you have still not re-instated scroll bars after all this time.

My solution (on Windows 11, at least):
Setting "View"-"Display Size" from "Small" to "Standard" brought my scrollbar back, finally.

It's telling that Adobe have emailed to say this has been marked as having a correct answer, when the answer, and no disrespect to the helpful user, is related to Acrobat Reader on a PC. My system is a Mac running Acrobat Pro.
Like most of you no doubt, I've just learnt to swallow this manure now, just thankful that it's possible to avoid the new version or that it's not as specularly buggy as most of creative cloud.

At what point did any user ask to remove scroll bars to save 20 pixels of space? When did anyone ask for scroll bars to be available in only some views but not others? It's really not that hard, or at least it shouldn't be.

Can you show us screenshots of your settings for:
https://helpx.adobe.com/acrobat/using/scroll-framework-upgrade-macos.html
We also need your exact version of Acrobat.
Thank you,
Jane

Jane, this is only partly the answer; you can have those two things (MacOS > … > Show Scroll Bars and Acrobat > … > Always Show Scroll Bars) set properly, but if the document is displayed in Acrobat with View > Page Display > Single-Page View, then you get no vertical scroll bar.
Apparently someone at Adobe decided at some point that if you want to view your document as full pages without cross-page boundaries, then the only navigational control you need is your mouse scroll wheel, or the page up/down arrows, or by entering the page number. This decision is incorrect. The vertical scroll bar is absolutely needed.
For what it's worth, Mac OS Sequoia 15.6.1; Acrobat version 2025.001.20756 But it's been screwed up for YEARS now, and so far Adobe has only blown off the users who point this out.

Let me correct that a little. If you are in Single-Page View, then you have to remember to also select Enable Scrolling in the same Page Display menu. And that appears to be a document-by-document setting; you have to do it for each and every separate document.

I went back to legacy due to this, the floating toolbar and other UI changes that make my job harder on a minute-by-minute basis. I have no hope that it will be fixed in legacy, but as Brian points out below, the same issue still exists in the current version all these years later. I don't think "users only want scroll bars in certain views but not others" has ever been a valid solution.

I got so frustrated with this issue that two years ago I cancelled my subscription before it was due for renewal and just bought the retail boxed version of 2020. But you can't even do that anymore.
