The Word documents use Heading 1 through 4 and 7 through 9.
The Multilevel List is defined in the template.
Heading 1 through 3 are in the main body.
Heading 7 through 9 are in Appendix A and B.
The TOC includes non-numeric headings in the boilerplate section.
All the above styles generate working hyperlinks in the TOC, as expected.
After saving the document as PDF, its TOC shows all the headings, which also work by clicking them, as expected.
However, the Bookmark Panel of the PDF file only shows the bookmarks related to Heading 1 through 3.
BTW, creating the PDF document from a Word 2010 document using Acrobat 9 is not possible (known and unresolved issue).
So far, the only solution I have found is to manually create the missing bookmarks in the Final version of the documents.
Is there an option in Acrobat Pro or MS Word that could be preventing the creation of bookmarks from Headings 7 through 9?

If you are saving as PDF, rather than using the Acrobat ribbon or Save as Adobe PDF, Acrobat is not involved and can't be the cause or solution. And since you CAN'T use Acrobat 9 and Word 2010 together, you'd need to upgrade Acrobat. (The problem of compatibility was resolved 9 years ago with the release of Acrobat 10).

Acrobat 9 is not compatible with Office 2010. Problems are to be expected.
