Acrobat DC wont install on Win 10 through creative cloud app error code 1603

I see the uninstall app, but instructions say dont reinstall via creative cloud.  So how do I re-install after using uninstall app?

Please try referring this article and follow the troubleshooting steps mentioned in it : Error 1603: A fatal error occurred during Adobe Creative Suite installation .
